The agency accepted my very final request and let me in the the tour. Unfortunately, the day of tour, weather was not so clear, raining with strong wind. Considering these conditions, climbing up the mountain looked a bit risky though, they guided well to complete the tour with safety. Due to the pandemic, there are little travel agencies' options for tour in Popayán, but this agency operates well and their communication is very reliable.
